Ireland's undersea cables — carrying much of the transatlantic data traffic Europe depends on — have faced documented hybrid threats, including vessels operating drones observed loitering near sensitive cable routes in the Irish Sea. Most facilities in this position have no way to detect a drone until it's directly overhead, and without proof, authorized responders can't act.
